Some of the most enjoyable natural areas the Midwest has to offer can be found within 20 miles of Rockford and are maintained by the Winnebago County Forest Preserve District. This entity was created in 1922 by the people of Winnebago County under the authority of the Illinois Downstate Forest Preserve Act of 1915 which states that forest preserve agencies:

“Acquire lands…for the purpose of protecting and preserving the flora, fauna and scenic beauties…and to restore, restock, protect and preserve…such lands together with their flora and fauna, as nearly as may be, in their natural state and condition…”

Governance

Winnebago County Forest Preserve District 2011-2012 Budget

The Forest Preserve District encompasses the county. The District is a legally separate organization and therefore retains a separate taxing authority and fiscal year than the County.

A Board of Commissioners work closely with staff to study forest preserve issues and challenges and develop strategies to meet its mission. Randal Olson serves as Forest Preserve District Commission President. This committee is responsible for addressing priorities of long-range planning, approving budgets and developing policies for the District’s facilities.

The Board of Commissioners meetings are held the third Wednesday of each month at 5:30 pm at WCFPD Headquarters, 5500 Northrock Drive, Rockford. January 18, February 15, March 21, April 18, May 16, June 20, July 18, August 15, September 19, October 17, November 21, December 19, 2012. Those wishing to speak during the Public Comment Period must submit to the President a written request by noon the day of the meeting. Requests must include the speaker’s name and topic to be addressed.

ORGANIZATIONAL STRUCTURE

The Forest Preserve District presently comprises more than 9,400 acres in 37 locations throughout Winnebago County. The District maintains approximately 70% of its acreage in its natural condition and allows 30% to be developed for recreational purposes. Three 18-hole championship golf courses are included among the District’s facilities.

The Winnebago County Forest Preserve District is currently operated by 46 full-time staff including six administrative/managerial employees, four office support employees, 34 service and maintenance employees. There are an additional 56 seasonal positions. Administrative staff serves under Executive Director Tom Kalousek.

Director of Operations, Vaughn Stamm, manages the operations aspects of the preserves, hiring staff, and administers risk management. Tom Hartley is the Director of Land and Development and is responsible for facilitating land acquisitions, planning and designing facilities and landscape preservation and restoration.

The Director of Golf is Mike Durand who is in charge of golf course operations and marketing, clubhouse staffing, management and merchandising. Jamie Johannsen is the Director of Marketing and Community Relations, which encompasses advertising, communications, public relations and special events.

The District is divided geographically into quadrants. Each area is headed by an area manager supported by rangers and seasonal maintenance staff. The maintenance of the Forest Preserve District’s three golf courses is overseen by a Golf Course Maintenance Manager and each course has a Golf Course Maintenance Supervisor, three golf-course rangers, a mechanic, and maintenance staff.

A major thrust of the Forest Preserve District’s mission is education. To facilitate that objective, the District provides many unique educational facilities including five environmental education centers operated in preserves. Environmental Education facilities and programs for the public are staffed by non-profit or governmental organizations working under agreements with the Forest Preserve District.

FUNDING

The Forest Preserve District derives its working capital from two primary sources. The District’s tax levy is distributed into the corporate, debt service, botanic garden, retirement, liability reserve and development funds. The 2006-2007 tax rate was 9.92 cents per one hundred dollars of assessed real estate valuation, which means that the Forest Preserve District has the lowest tax rate of any taxing body within Winnebago County. Owners of a home valued at $150,000 pay approximately $49.00 in annual tax support for the forest preserve district.

The second source of income is the service fees generated by campgrounds, shelter houses, equestrian trails, golf courses, etc. The District also utilizes federal and state funding programs to supplement its funds for land acquisition and development. Since its inception, the District has been awarded over three million dollars in land acquisition grants from the State of Illinois OSLAD (Open Space Land Acquisition and Development) program and other programs.

The District also receives funds through state and federal programs to fund construction of canoe launches, trails, parking and restroom facilities.
